Two state Senators introduced bills Monday night that would regulate strip clubs and other live adult entertainment venues.
Sen. Mark Manendo, D-Las Vegas, wants to charge nude entertainment clubs a $10 per customer fee.
His bill, which was introduced Monday, would require the state to deposit those fees into accounts for victims of domestic violence and programs related to domestic violence as well as accounts for compensation of victims of crime.
Any nightclub, bar or restaurant that serves alcohol and offers live nude entertainment or live nude performances would be subject to the fees.
Nude, as defined in the bill, means fully unclothed or “clothed in a manner that leaves uncovered or visible through less than fully opaque clothing any portion of the breasts below the top of the areola of the breasts, if the person is female, or any portion of the genitals or buttocks.”
The business would not have to charge customers the fee but would need to find some mechanism to record daily attendance numbers and pay quarterly the $10 fee for each customer.
Manendo said his main focus is about revenue and that he thinks the bill can raise millions of dollars.
Because the bill raises a new fee, it requires a two-thirds vote of the Legislature to pass into law.
Sen. Barbara Cegavske, R-Las Vegas, also introduced a bill Monday that would regulate adult entertainment venues.
Under penalty of a misdemeanor, her bill would ban anyone less than 21-years-old from performing at such a business.
The bill exempts licensed brothels, but generally applies to any business “which emphasizes
and seeks, through one or more performers, to arouse, appeal to, excite or gratify the lust,
passions or sexual desires of the patrons of the establishment.”
Likewise, the bill defines a performer as an employee who “who seeks to arouse, appeal to, excite or gratify the lust, passions or sexual desires of the patrons of the establishment.”

I say, if anything, get some more money from these perverted freaks. What do we care if a strip club patron has a withdrawal or two from paying high entry fees.
Security at the strip club can cure his problem right out back in the alley way if he shows an unruly behavior with this tax.

Why isn't all their appropriate revenue (including that of the dancers that are classified as independent contractors)already subject to the existing live entertainment tax?
As incredible as it sounds, this bill would force stripper clients to fund an account that compensates me for injuries as a victim of an attempted murder or other crime like rape or assault? It also seems to presume that viewing strippers is a leading cause of domestic violence.

Strip clubs and prostitution rings are some of the most corrupt institutions in the state.
They will pay top dollar to politicans to change/prevent laws being considered that deal in their areas.
I wonder if sometimes the politicans just bring up these laws to shake loose some of that money into their pockets.
When almost all the clark county commissioners went to jail it was over stripper county regulations. One commissioner would bring them up and others were pocketing tens of thousands of dollars.

At 18 the women are old enough to be sent to war to die but Sen. Barbara Cegavske does not feel she has the right to choose her own legal job.

To do otherwise would involve our elected officials having to get a grip on a firm reality (pun intended).
Why stop at just charging patrons of adult entertainment venues how about all the patrons going into churches or Wal-marts or resturants or people shopping on E-Bay

Why are they linking visiting a strip club to domestic violence?
We're just itching for a court case aren't we? Commerce clauses and such would indicate that it is UNCONSTITUTIONAL to tax one industry but not others--even for "moral" or "cultural" reasons. Tis why we need some care when going after Mining--you have to keep it parallel to other businesses. Is it a real estate tax and/or a sales tax? OK fine. But how would a "business tax" on strippers be OK UNLESS you tax every other form of entertainment?
I've covered stories on domestic abuse and the b*st*rds that get away with it. People against this thing are pretty myopic. Nightclubs charge $200 a bottle for a $20 bottle of Vodka. Their choice. You go to see people naked, again your choice - at least the money is going to help destroyed families by morons who often frequent strip clubs then go home and smash up their wives. Do you smoke? No? Did you get all holier than thou for smokers when they got hit with their taxes? The tax is some out of the box thinking. People who want to see naked women will keep going. Poor babies.
Menendo = tax & spend. What's next, a special restuarant tax to fight obesity, or a special casino tax to fight homelessness? While the end recipient may be deserving, all he's doing is creating more bureacracy for the taxpayer to support and another funding stream for the politicans to re-direct elsewhere later.
Cegavske = "discombobulated." How else to explain a bill that would ban adults 18-20 from working in adult entertainment venues but EXEMPT brothels? Sure, you can vote or die for your country, but we're going to ban you from a legal business activity because of your age. Maybe she should put more effort into school reform NOW so that future 18-20 year olds in this state would have better options!

I will bet Sen. Mark Manendo, D-Las Vegas does not go to strip clubs so this tax would not effect him. I will also bet that he would never introduce a entrance tax on across the board on entertainment operators, this would raise millions more,,, churches first... Mark,,, Put your brain in gear before opening your mouth... Usa your brain to create something rather than Tax tax tax,, start with reducing bloted govenment.. next get rid of the R's and D's and install people who are of the people for the people who have common sence. Sen. Mark Manendo is very forward thinking. To enforce this tax the state will have to verify the number of patrons of every strip club. The most accurate way would be to visit the clubs and count all who enter.
Mark is just setting up his post legislative employment. It's actually rather brilliant. After he's done up there in Carson City, he will get a job counting strip club patrons.

So, how is it that the adult entertainment business is responsible for victims of domestic violence? If I go to those places, I should be paying for jerks that can't stop beating their spouses?
